SEWARTH is a collaboration between AIIMS Gorakhpur, UP State Health Department and BSPH for Supporting Equitable Wellness through Advanced Research and Training in Health
Mandates of SEWARTH :

1. To support AIIMS Gorakhpur in evolving as a center of public health excellence in Uttar Pradesh, with its own community-based site, dedicated to conducting research and training of mutual interest (MOU between JHU and AIIMS G)

2. To strengthen, facilitate, promote and develop cooperation and collaboration on public health education, training, and research based on equality and mutual benefits (MOU between UP State Health Department and AIIMS G)

Institutional Arrangement
The following institutional arrangements have been considered for the seamless functioning of the HDSS-

SEWARTH PROGRAM
The agreed research and training activities to be performed through the collaboration among AIIMS Gorakhpur, the Department of Medical Health and Family Welfare, UP (DoMHFW), and BSPH will be collectively known as the SEWARTH (सेवार्थ in Hindi) program (Supporting Equitable Wellbeing through Advanced Research and Training in Health), which means "dedicated to serving" in Hindi. This program is being implemented through the MOU between the AIIMS Gorakhpur and BSPH and subsequently between AIIMS Gorakhpur and the DoMHFW, UP.

AIIMS Gorakhpur (Anchor Partner)

AIIMS Gorakhpur, as one of the founding partners, will play a leading role in the implementation and coordination of the SEWARTH program. Their responsibilities will include providing technical expertise, facilitating and conducting research and training activities, and overseeing the overall management, finance and administration of the program.
The AIIMS Gorakhpur will provide overall leadership and lead coordination activities.
  • • The AIIMS Gorakhpur will contribute resources as per the provisions and availability of resources, such as financial support, expertise, and infrastructure.
  • • Within a short duration, the AIIMS Gorakhpur has succeeded in establishing relationships and networks with various local and regional academia and institutions. This relationship will be leveraged to engage other stakeholders, recruit additional partners, and access necessary resources.
  • • The AIIMS Gorakhpur will provide strategic guidance and expertise based on field experience and knowledge.
  • • The AIIMS Gorakhpur will mitigate risks and ensure the long-term sustainability of the collaboration. It will put its efforts to identify potential challenges, developing contingency plans, and plan towards sustainable outcome.

Department of Medical Health and Family Welfare, Government of UP (the department)

The DoMHFW, another founding partner, will contribute to the SEWARTH program through its expertise and resources in public health and healthcare delivery. They will collaborate closely with AIIMS Gorakhpur and BSPH to align the program with state health priorities, provide the necessary support, and ensure effective implementation at the state level.
  • • The department will participate in policy formulation and strategic planning related to the HDSS in alignment with the state's health priorities.
  • • The department will facilitate a sustainable and institutionalized supportive supervision mechanism of selected health facilities of proposed HDSS its employees, and population-based activities.
  • It will ensure the availability of employees in the health facilities as per the agreed standard. It will avoid frequent shifting of employees outside the HDSS site.
  • It will also respect partner feedback on employee performance and make administrative decisions accordingly.
  • • The department will play a crucial role in coordinating and managing the HDSS activities. It will collaborate closely with the anchor partner and technical partner to ensure seamless coordination, effective communication, and smooth implementation of the surveillance system.
  • • It will play a key role in resource allocation and management for the HDSS. It will support securing and managing the necessary financial, human, and infrastructural resources. The department will collaborate with the other partners to ensure the availability of resources.
  • • It will engage and collaborate with various stakeholders to foster collaboration, address stakeholder needs and concerns, and establish effective communication channels. The department will leverage its relationships with other government agencies, community organizations, and relevant stakeholders to ensure the successful implementation of the surveillance system.
  • • It will actively utilize the data collected through the HDSS for evidence-based decision-making.

Johns Hopkins Bloomberg School of Public Health (BSPH)

BSPH, the third founding partner, will bring its global expertise in public health research and training to the SEWARTH program. They will collaborate with AIIMS Gorakhpur and the DoMHFW to provide technical support, capacity building, and research collaboration. BSPH will contribute to curriculum development, research methodologies, statistical analyses and knowledge exchange to enhance the program's impact.
  • • The BSPH will bring specialized technical expertise and knowledge to the HDSS. It will contribute its expertise in areas such as data collection methods, research design, statistical analysis, data management, and other relevant fields. It will provide guidance and support to ensure the technical quality and integrity of the surveillance system.
  • • The BSPH will assist in the development and refinement of methodologies to be used in data collection, analysis, and interpretation within the HDSS. It will also bring innovative approaches, best practices, and international standards to enhance the quality and rigor of the surveillance system. It will provide input on sampling techniques, questionnaire design, data validation, and quality control measures.
  • • The BSPH will support the capacity building efforts within the HDSS, including training programs for staff involved in data collection, management, and analysis.
  • • The BSPH will collaborate to ensure the quality assurance and validation of the data collected. It will also help establish data quality protocols, conduct data audits, and provide guidance on data cleaning and validation procedures.
  • • The BSPH will engage in collaborative research projects utilizing the data collected through the system. It will also contribute to research design, data analysis, and interpretation, resulting in joint publications and research outputs.
  • • The BSPH will actively engage in discussions and initiatives aimed at improving the HDSS methodology, data collection tools, and analytical approaches.
